A vehicle accident yesterday knocked out some stoplights in Scottsbluff. The accident happened at the intersection of Highway 26 and East Overland Drive. One vehicle struck a modular box that powers and controls the traffic lights at that intersection, so therefore it kicked them off. Both the City of
